<p>Considering that these venues require extra services from Council, such as extra street cleansing, garbage collection, parking enforcement officers and local laws officers, there is certainly just cause to apply higher rates in these situations.</p>

				<content:encoded><![CDATA[<p>Its National Volunteer Week this week!!  The theme for this year is &#8220;Thanks a Million&#8221; and We will be celebrating with a lunch for all our volunteers.  I have the privilege of presenting awards to our long serving members at this lunch.  Volunteers are the backbone of our community.  The type of work you do is endless, from community bus driving, delivery meals or library books or helping out with the walking school bus, the work you do is tireless, your efforts are amazing.</p>

				<content:encoded><![CDATA[<p>A huge success story has been the Grandparents Playgroup which meets at the old Lincoln Rd Maternal and Child Health Site &#8211; next door to the Moonee Valley Toy Library.</p>
<p>This group only started in August last year, but has been so popular, Council is looking to set up another playgroup, in conjunction with Playgroup Victoria.  Council data has revealed that over 85% of Moonee Valley children see their grandparents more than weekly &#8211; which explains why there is such demand for this type of group.</p>
<p>I would like to thank Playgroup Victoria for the Award for Playgroup of the Month for May, for our Grandparents Playgroup.  Playgroup Victoria are a wonderful organisation who do a lot of work within Moonee Valley.</p>
<p>After fighting to keep this building in community hands over the last two years, it is a wonderful result to see a &#8220;mini children&#8217;s hub&#8221; develop at this site - with successful playgroups and the hugely popular Toy Library right next door to each other.</p>

				<content:encoded><![CDATA[<p>Council has adopted our proposed budget for 2014/2015.</p>
<p>The proposed rate rise is 6.1%.  Residents will not be charged for residential parking permits, which was flagged to come into effect from July 1.  Whilst I understand that this rate rise may make it difficult for some people, I encourage those with financial issues to contact Council &#8211; we are happy to help.  Council has proposed to increase the pensioner rebate for next financial year to $20.00.</p>
<p>Some &#8220;big ticket&#8221; items proposed to be undertaken in next financial year are a new pavilion for Strathnaver Reserve, a new kindergarten in Avondale heights and an extension to an existing kindergarten in Flemington. Community services will continue to expand.</p>
<p>A new charge that Council will collect in 2014-15 for the State Government is the Fire Service Levy.  This charge was previously collected through insurance companies, but will now be charged via rate notices.  I expect that many residents will have queries over the FSL charges.</p>

				<content:encoded><![CDATA[<p>Last week I travelled to Canberra with my fellow Western Region Mayors to speak with Federal Minsters about the needs of the West.  Moonee Valley is an inner city suburb, but is classed within the Western Region of Councils which includes Wyndham, Hobsons Bay, Brimbank, Maribyrnong and Melton.  The trip was organised by Leadwest, who have recently adopted a Western Region Strategy.  It was a very beneficial and timely trip &#8211; we met with a large number of Ministers, both Labor and Liberal and Prime Minister Gillard spoke to us directly about issues she sees in the West.</p>
